Why is the regulation of big contractors so hard to be implemented?

Reading through the cases mentioned in thisarticle makes readers feel the invulnerability and helplessness of the workers, and recklessness of the contractors. These feelings, somehow meet those inMarx's Capital.

The government-cooperation association is ahuge hurdle of regulation, but deep inside it seems like the inequality is anunavoidable trait of the political and economic system.

Capitalism,as its title, emphasize capitals. Based on the capitals, companies followed apattern of pursuing larger capitals and properties, which is a criteria to valueand distribute individuals into differentiated living-level. The speed ofsocial innovation and development reaches to an unprecedented height, alongwith the increasing inequality. Equality and efficiency dilemma is invariably amajor concern for government and the society. Like inflation and unemployment,a country often has to sacrifice one to satisfy another, and what plan wouldreach a equilibrium is always controversial among public. So far, America isthe most unequal one among the developed countries. Here, prosperity grantsefficiency a significant reputation, and efficiency pulls rationalization to alofty height. Rationalization justify unequal treatment toward certain groups, like discrimination to women in labor force, blaming their weakness and maternalleave slow down the companies' efficiency.

This trend of utilitarian prefer tominimize the cost and maximize the benefits. To achieve this goal, companiesfound that the mode of mechanism is outstandingly useful: treating workers asmachines, putting them into routine daily-works, and imposing a rigid task whichhas to be completed. Efficiency reaches its peak under the condition ofdehumanization. Laws involving the environment, workplace safety, labor rights, consumer protection, and antitrust activities (P365) would be huge hurdles thatencumber contractors' path toward success. But since they occupy most of thecapitals, the government's bargaining power is weakened.

However, the condition is not that horribleso far. The triangle shirtwaist factory incident is still haunting the publicand legitimate administration. Awareness among people and organizations helpcorporate social responsibility an important duty that a company should carryon in order to earn public's recognition. In addition, Thomas Piketty, summarizing the late two centuries' wealth inequality in America, proposes thecycle of equality in his book Capital, believing in the self-adjustment of the society pushed by public urge andgovernment intervention. Moreover, we have reasons to believe in what ThomasHobbes and John Locke said, human beings have our own laws of nature, againstthe aggressive competence between each other, to preserve themselves andmaintain the lives as commodious as possible.
